Tampa Housing Authority Invites the Community to the Canopy Phase Two Groundbreaking Ceremony
TAMPA, Fla. - February 12, 2024 - The Tampa Housing Authority invites the community to join the groundbreaking ceremony of its newest development at the West River community, Canopy Phase Two, on Thursday, February 22, 10:00 a.m. Mayor Jane Castor is confirmed to attend and give remarks. Canopy Phase Two, encompassing Boulevard Towers III & IV, is an all-affordable 188-unit development, at 1103 W Main St., Tampa, FL 33607.
This $63-million development is funded by tax-exempt bonds through the Housing Finance Authority of Hillsborough County. Other debt and equity are provided by Bank of America, Cedar Rapids Bank, Trust Company, Florida Housing Finance Corporation, National Housing Trust Fund (NHTF), State Apartment Incentive Loan Program (SAIL), City of Tampa, and the Tampa Housing Authority (THA).

Development
Canopy Phase Two will serve families earning from 22% to 80% of the local Average Medium Income (AMI), through the Department of Housing & Development (HUD)'s Rental Assistance Demonstration Program (RAD), Project-based Voucher Program (PBV), and Low-income Housing Tax Credit (LIHTC) units. Canopy at West River Tower 3 is a five-story building with 158 units comprised of 1-, 2-, and 3-bedroom units. Canopy at West River Tower 4 is a three-story building with 30 units of 3 and 4 bedrooms.
Unit sizes vary as follows:
1 BR - 88 units, ~ 660 sq. ft.
2 BR - 55 units, ~ 960 sq. ft.
3 BR - 21 units, ~ 1,200 sq. ft.
4 BR - 24 units, ~ 1,400 sq. ft.
Related Urban Development Group has partnered with THA as Master Developers, responsible for the construction of Canopy Phase Two. Upon completion, estimated for November 2025, the property will be managed by TRG Management.
Features
This development will be complete with high-quality features and finishes, such as solid surface flooring, stone countertops, energy efficient appliances and bathroom fixtures, window coverings, and adequate parking. Upon completion, the development will obtain a green building certification from a nationally recognized organization. Canopy Phase Two will include a community center for resident programs, a library/tech lab, pool, and a fitness center. The Tampa Housing Authority's Department of Programs and Property Services will run social programs to include adult literacy, employment assistance, and financial management to support residents' upward socioeconomic mobility.
West River
The West River Development is advancing with 1200 mixed-rate units, including Canopy Phase Two. More recently, Canopy Phase One added 196 affordable units and Manor at West River introduced 360 market-rate apartments. Lennar is constructing 58 townhomes, while commercial ventures like a Publix grocery store and a dual-branded hotel are in the pipeline. Grow Financial's arrival at Main Street signals community growth, and plans include integrating Tampa Riverwalk and enhancing connectivity. Future developments encompass a workforce building and more commercial units, shaping a vibrant urban environment.
